ICANN or Internet Corporation for Assigned Names and Numbers is the governing organization responsible for the maintenance, security, and allocation of top-level domains and IP addresses on the internet.

Most notably, ICANN controls what top-level domains (.com, .net, .org etc) are available to be issued.
